New Columbia is a city of extremes. Your neighbor might be strong enough to rip a car in half, while you could get stuck with the power to talk to birds on Tuesdays in February. On this vast scale of inborn power Victor's abilities fall somewhere in the middle. Victor is a meta engineer, able to create technological wonders that would have baffled scientists and engineers prior to the meta emergence. Being able to make jetpacks and shield generators is certainly cool, but it also makes him a target for every idiot with half decent superpowers and delusions of grandeur. Victor finally managed to achieve his dream of freedom, now all he has to do is hold on to it.
